It's actually a toy that she can ride on; it doesn't spin on it's own. She would have to push it with her feet, which don't touch the ground yet. It's the same with the bouncing part. HOWEVER, it does have a part that rattles and plays music at the same time. This is the important part because any time Piper plays with the rattle, she dances! I caught her singing with it this morning! She loves it so much. Her cousin Joshua has the same one and that is how we knew she liked it.
